The overall objective of the ZANSASP programme of which this contract will be a part is to strengthen democratisation and good governance, through support to civil society initiatives on accountability, participatory development and policy advocacy in Zanzibar. 

The purpose of this contract is to effectively implement and manage the ZANSASP programme and specifically:

  • To ensure technical assistance for implementation and coordination of the whole ZANSASP programme;
  • To provide capacity-building activities targeting Zanzibari CSOs;
  • To ensure the management of a Grant Facility in support of Zanzibari CSOs through the implementation of two programme estimates (private indirect decentralised operations);
  • To provide technical assistance to National Authorities responsible for NSAs;
  • To ensure the follow up of the EU Roadmap on civil society in Zanzibar.

The operational base for the project is the office which the consultancy will establish in Zanzibar City. Short-term inputs will be required in any part of Zanzibar Archipelago (Unguja and Pemba Islands) and occasionally on the Tanzania mainland.

WYG is seeking a Programme Manager who will be responsible for managing overall programme implementation and report to the PMT and the PSC, within the framework established by the Project Agreement, the Memorandum of Agreement between EDTEA, National Treasury and the three municipalities, and programme implementation manuals. The Programme Manager will coordinate programme activities and administrative and financial functions related to staffing, implementation and management of the programme.

The Programme Manager will undertake any other activity that would be necessary to ensure the proper supervision and management of the programme. The Programme Manager will perform, but not be limited to, the following tasks:

  • Managing the PCU functions within the overall programme governance structures i.e. the PSC and PMT;
  • Managing the Secretariat functions of the PCU for the PSC and the PMT;

The PFM Technical Coordinator is responsible for ensuring the achievements of the PFM component outputs.

The PFM Technical Coordinator will perform, but not be limited to, the following general tasks/functions:

  • Facilitating the establishment of a PFM working group, consisting of the CFOs, and possibly other senior budget and Treasury Office officials;

WYG is seeking a PSD and VCD Technical Coordinator who will plan, programme and oversee the activities foreseen for the two components as per the programme documents by providing the necessary technical and administrative inputs, and seek synergies as much as possible between the two components. The Coordinator will coordinate closely with IFC and UNIDO and other potential implementation partners in order to ensure the coordination and integration of the activities in the overall programme.

The PSD and VCD Technical Coordinator will perform, but not be limited to, the following general tasks/functions:

  • Support for the formulation of activities, outputs and outcomes that the Private Sector Development (PSD) and Value Chain Development (VCD) components will support in the inception and implementation phase within the agreed framework of the programme document;
  • Familiarisation with key methodologies and target sectors and identify potential synergies of sectors of the PSD and VCD components;
  • Undertake regular monitoring of progress, based on the monitoring framework outlined in the programme documents for the inception phase of both components;
  • Prepare job descriptions, requests for proposals and budget estimates for national experts and national subcontractors, and assist in the search and screening/pre-assessment of relevant experts, suppliers or service providers where necessary;
  • Guide and assist national experts in the organisation of awareness raising workshops to community/business/university leaders and institutional representatives and establish/maintain contacts to relevant local business support and advisory institutions for information purposes and appraisal of possible synergies;
  • Establish/maintain good contacts to other technical assistance agencies and development partners to facilitate information exchange and pursue project-related synergies, as appropriate;

This is an exciting opportunity for a BIM/CAD Technician with experience of - and a real passion for – BIM and CAD in civil and structural engineering design.
